23:1 And Bil'am (בּלעם) said to Balak (בּלק), Build me here seven altars, and prepare me here seven oxen and seven rams.
23:2 And Balak (בּלק) did as Bil'am (בּלעם) had spoken; and Balak (בּלק) and Bil'am (בּלעם) offered on [every] altar a bullock and a ram.
23:3 Then Bil'am (בּלעם) said to Balak (בּלק),
"Stand by your burnt offering, and I will go; perhaps ADONAI (יהוה) will come to meet me, and whatever He shows me I will tell you." So he went to a desolate height.
23:4 And Elohim (אלהים) met Bil'am (בּלעם): and he said to him, I have prepared seven altars, and I have offered upon [every] altar a bullock and a ram.
23:5 And ADONAI (יהוה) put a word in Bil'am (בּלעם)'s mouth, and said, Return to Balak (בּלק), and thus you shall speak.
23:6 And he returned to him, and, lo, he stood by his burnt offering, he, and all the princes of Moav.
Separation from the world 7- 10
23:7 And he took up his pronouncement, and said:
Balak (בּלק) the melekh Mo'av has brought me from Aram, out of the mountains of the east, [saying], Come, curse me Ya'akov, and come, defy Yisrael.
23:8 How shall I curse, whom Elohim (אלהים) has not cursed? or how shall I defy, [whom] ADONAI (יהוה) has not defied?
23:9 For from the top of the rocks I see him, and from the hills I behold him:
Hinnei, the people shall dwell alone, and shall not be reckoned among the nations.
23:10 Who can count the dust of Ya'akov, and the number of the fourth [part] of Yisra'el?
Let me die the death of the righteous, and let my last end be like his!
23:11 And Balak (בּלק) said to Bil'am (בּלעם),
What have you done to me?
I took you to curse mine enemies, and, behold, you have blessed [them] altogether.
23:12 And he answered and said,
Must I not take heed to speak that which ADONAI (יהוה) has put in my mouth?
And Balak (בּלק) said to him:
"Please come with me to another place, from which you may see them. You shall see only a fraction of them and shall not see them all. Then curse them for me from there."
23:14 And he brought him into the field of Tzofim, to the top of Pisgah, and built seven altars, and offered a bullock and a ram on [every] altar.
23:15 And he said to Balak (בּלק), Stand here by your burnt offering, while I meet [ADONAI (יהוה)] yonder.
Second oracle - Justification by grace
23:16 And ADONAI (יהוה) met Bil'am (בּלעם), and put a word in his mouth, and said, Go again to Balak (בּלק), and say thus.
23:17 And when he came to him, behold, he stood by his burnt offering, and the princes of Mo'av with him. And Balak (בּלק) said to him, What has ADONAI (יהוה) spoken?
23:18 And he took up his pronouncement, and said:
"Rise up, Balak (בּלק), and hear! Listen to me, Ben Tzippor!
23:19 Elohim (אלהים) [is] not a man, that he should lie; neither son of man, that he should repent: has he said, and shall he not do [it]? or has he spoken, and shall he not make it good?
23:20 behold, I have received [commandment] to bless: and he has blessed; and I cannot reverse it.
23:21 He has not beheld iniquity in Yaakov, neither has he seen perverseness in Yisrael: ADONAI (יהוה) his Elohim (אלהים) [is] with him, and the shout of a melekh [is] among them.
23:23 Surely [there is] no nachash (enchantments, divination) against Yaakov, neither [is there] any divination against Yisra'el: according to this time it shall be said of Yaakov and of Yisrael, What has Elohim (אלהים) wrought!
23:24 behold, the people shall rise up as a great lion, and lift up himself as a young lion: he shall not lie down until he eat [of] the prey, and drink the blood of the slain.
23:25 And Balak (בּלק) said to Bil'am (בּלעם), Neither curse them at all, nor bless them at all.
23:26 But Bil'am (בּלעם) answered and said to Balak (בּלק), Told not I you, saying, All that ADONAI (יהוה) speaks, that I must do?
23:27 (RY:vii, LY:vi)
Then Balak (בּלק) said to Bil'am (בּלעם),
"Please come, I will take you to another place; perhaps it will please Elohim (אלהים) that you may curse them for me from there."
23:28 And Balak (בּלק) brought Bil'am (בּלעם) to the top of Peor, that looks toward Yeshimon.
23:29 And Bil'am (בּלעם) said to Balak (בּלק), Build me here seven altar, and prepare me here seven bullocks and seven rams.
23:30 And Balak (בּלק) did as Bil'am (בּלעם) had said, and offered a bullock and a ram on [every] altar.

23:21 The people were reckoned righteous through faith. So believers today stand before Elohim in all the perfection of His Beloved Son (Yeshua). ADONAI was with Yisrael and the people could shout because He reigned a King in their midst. No evil pronouncement against them would come to pass.
